Overview

The establishment survey on earnings in enterprises and organisations has been conducted for several decades. Since 2006, the Earnings Statistics Survey has been based on two separate surveys:

  • "Statistical Survey of Enterprises" — survey of non-financial corporations, comprising the labour statistics module
  • "Data on Labour" — survey of non-business sector organisations and financial establishments

Coverage of Enterprises and Organisations

All enterprises and organisations of any organisational-legal form and type of ownership.

Industry Coverage

All economic activities covered by the Statistical Classification of Economic Activities (NACE Rev.2), Sections A to S, except retail sale via stalls and markets.

Employee Coverage

The survey covers all full- and part-time employees working in or for the enterprise/organisation, whose employment relationship is governed by a contract with the enterprise/organisation.

Fully Enumerated

  • Organisations financed from the central and local budgets (except public schools, as well as kindergartens of Tbilisi);
  • Large enterprises and organisations.

Enumerated by Sampling

  • Medium and small-sized enterprises;
  • All public schools, as well as kindergartens of Tbilisi;
  • Non-governmental non-profit (non-commercial) legal entities (N(N)LEs).

Sample Design

Sampling method: Stratified random sampling.

Stratification variables:

  • Type of economic activity (NACE Rev.2);
  • Enterprise size (large, medium, small);
  • Region.

Employment, Earnings and Average Earnings

Employee

Paid Employee
A person employed by an enterprise or organisation whose employment relationship with the employer is governed by an employment contract (for an indefinite period, a fixed period or for the completion of a specific task) and who receives remuneration regularly.
Average number of paid employees
The average number of paid employees during the reference period. Part-time employees are included in the average number as full-time equivalents (FTEs).

Earnings

Earnings (gross earnings, i.e. before deduction of personal income tax) comprise:

  • Direct wages and salaries for time worked or work done
  • Allowances, bonuses, gratuities and other incentive payments
  • Compensation and other remuneration accrued to employees during the reference period for time worked and time not worked (annual leave, suspension)
  • Value of payments in kind

Average Monthly Nominal Earnings

Average monthly nominal earnings
The total gross earnings (earnings fund) accrued during the reference period (quarter, year), divided by the average number of paid employees and by the number of months in the reference period — 3 (quarterly) or 12 (annual).
